Sindh CM Announces Guidelines and Timeline for Preparation of ADP 2025-26

Karachi: Sindh Chief Minister Syed Murad Ali Shah has issued detailed guidelines and a timeline for the formulation of the Annual Development Program (ADP) for the fiscal year 2025-26. In his instructions, the Chief Minister emphasized the need for all departments to adhere to a strict schedule in order to ensure the timely preparation and approval of development schemes.

Key Instructions for the ADP 2025-26 Process:

  • Submission of PC-1 for New Schemes: The Chief Minister mandated that all proposed schemes for the ADP 2025-26 must submit their PC-1 forms between November and December 31, 2024.
  • Internal Review: Departments are required to conduct internal reviews of their proposed schemes and consult with the Planning and Development (P&D) Department from November 2024 to January 2025.
  • First Edition Submission: By February 14, 2025, all administrative departments must submit copies of the first edition of the proposed ADP to both the Planning and Development Department and the Finance Department.
  • Distribution of First Edition: By March 3, 2025, the Finance Department will provide printed and soft copies of the first edition of the ADP to the P&D Department.
  • Inter-Departmental Priority Committee (IDPC): The IDPC meeting to approve the Temporary Development Program will be held from March 10 to March 20, 2025.
  • Second Edition Finalization: By April 14, 2025, the P&D Department is required to inform the Finance Department to begin the printing process for the second edition of the ADP.
  • Submission of Provisional ADP: By April 30, 2025, the Finance Department must submit the material for the Provisional Development Program (Second Edition) to the P&D Department.
  • Final Amendments and APCC Review: The last date for incorporating amendments into the provincial ADP is May 9, 2025. The Annual Plan Coordination Committee (APCC) meeting will be held in the second week of May 2025.
  • NEC and Final Approval: The National Economic Council (NEC) meeting will take place in the third week of May 2025, with the final draft of the ADP 2025-26 to be sent to the Finance Department for approval by May 30, 2025.

Adherence to Timelines

The Chief Minister also directed that the timelines for the budget call circular from the previous financial year (2024-25) should be followed in the preparation of the ADP for 2025-26. The adherence to these timelines will ensure a smooth and efficient process, enabling the timely approval and implementation of development projects across Sindh.

By issuing these comprehensive guidelines, Chief Minister Murad Ali Shah aims to streamline the development planning process and ensure that the necessary funds and resources are allocated efficiently for the upcoming fiscal year.
