In a landmark decision to enhance transparency and prevent fraudulent activities, the Government of Sindh’s Excise Department has introduced mandatory biometric verification for vehicle registration and transfers. This new policy, spearheaded by Senior Minister Sharjeel Inam Memon, aims to digitize public services and ensure greater security in vehicle ownership processes.
The implementation of this initiative will occur in three phases:
- Phase 1: Biometric Verification for New Vehicle Registration (Effective from July 1)
Starting July 1, all new vehicle registrations will require biometric authentication. This marks the first step towards fully digitizing the registration process, ensuring that only verified individuals can register vehicles in their name. - Phase 2: Biometric Verification for Vehicle Buyers (Effective from November 1)
In the second phase, which comes into effect on November 1, biometric verification will be extended to all vehicle buyers. Before any vehicle transfer can be completed, the buyer must undergo authentication, ensuring that the person receiving ownership is the verified purchaser. - Phase 3: Biometric Verification for Both Vehicle Buyers and Sellers
The final phase of this policy will require biometric verification from both the seller and the buyer. This is expected to significantly reduce the chances of fraudulent transfers and unauthorized vehicle sales, providing greater protection to both parties involved.
Promoting Transparency and Preventing Fraud
Speaking on the new policy, Senior Minister Sharjeel Inam Memon emphasized the importance of transparency and security in public services. “This is just the beginning of our efforts to make processes in the Excise Department more transparent,” he stated. “Biometric authentication is a major milestone that will protect citizens from fraud, ensure the rightful ownership of vehicles, and curb illegal vehicle transfers.”
By making biometric verification compulsory, the Sindh government is taking a proactive approach to reduce the risk of unauthorized sales and transfers. The system will help verify the identities of both buyers and sellers, thereby preventing forged documentation and fraudulent activities in the vehicle market.
Part of Sindh’s Digitization Drive
This biometric initiative is part of the Sindh government’s broader efforts to digitize public services. Senior Minister Sharjeel Inam Memon remarked, “The government of Sindh is committed to ensuring that we lead in digitizing public services, and biometric verification for vehicle registration and transfer is a key part of this vision.”
The Excise Department is working to make all its processes more transparent, user-friendly, and secure. By incorporating biometric data, the department aims to reduce paperwork and speed up transactions, while ensuring the authenticity of all vehicle-related processes.
Simplified Verification Process
Vehicle owners are encouraged to visit NADRA e-facility centers or any district excise office to complete their biometric verification. The system will link with the National Database and Registration Authority (NADRA) to authenticate the identity of vehicle buyers and sellers. This streamlined process will make it easier for vehicle owners to fulfill legal requirements without the need for extensive paperwork or delays.
The mandatory biometric verification system is expected to modernize Sindh’s vehicle registration processes, reducing opportunities for fraud and improving overall trust in the system. This new initiative is a step towards achieving a fully transparent and digitized vehicle registration system in the province.
